London’s Ultra Low Emission Zone to be expanded in 2023

London’s Ultra Low Emission Zone (ULEZ) is expanding on 29th August 2023 across all London boroughs to help improve air quality for all Londoners. The expanded ULEZ will operate 24 hours a day, midnight to midnight, every day of the year, except Christmas day (25 December).

If your vehicle doesn’t meet the emission standards, you need to pay a daily charge.

All electric vehicles are exempt.

If your vehicle doesn’t meet the emission standards inside the expanded ULEZ and isn’t exempt, you need to pay a £12.50 daily charge (this includes residents of the ULEZ, however, you don’t need to pay the charge if you are parked inside the zone and don’t drive). The daily charge applies to:

  • Cars, motorcycles, vans and specialist vehicles (up to and including 3.5 tonnes) and minibuses (up to and including 5 tonnes).

Lorries, vans or specialist heavy vehicles (over 3.5 tonnes) and buses, minibuses and coaches (over 5 tonnes) do not need to pay the ULEZ charge. They need to pay the LEZ charge if they don’t meet the LEZ emission standards.

Discount and exemptions

To help disabled Londoners and community transport providers, existing ULEZ temporary exemptions have been extended. The new grace period will be introduced on 30th January 2023.

Scrappage scheme

From 30th January 2023, Londoners receiving certain disability and means-tested benefits can apply to the scrappage scheme. Find out more here.

Penalty charge

If you need to but fail to pay the daily charge, you’ll receive a penalty charge notice (PCN). The value of the PCN will increase from £160 to £180 (reduced by 50% if paid withing 14 days).

Autopay

The £10 annual fee to register a vehicle for Auto Pay will be removed.
