Glasgow’s Low Emission Zone

Glasgow LEZ

From the 1st of June, enforcement of the Low Emission Zone (LEZ) in Glasgow has begun, aimed to improve the city’s air quality.

There are a number of exemptions to Glasgow’s LEZ:

Zone residents can apply for a grace period until 31 May 2024.

Emission standards for LEZs in Scotland are:

  • Euro 4 for petrol vehicles
  • Euro 6 for diesel vehicles
  • Euro IV for heavy duty petrol vehicles such as buses/coaches and HGVs
  • Euro VI for heavy duty diesel vehicles such as buses/coaches and HGVs

The zone covers an area of the city centre bounded by the M8 motorway to the north and west, the River Clyde to the south and Saltmarket/High Street to the east. The M8 motorway is not included within the LEZ.

Non-compliant vehicles entering the zone are identified by Automatic Number Plate Recognition (ANPR) cameras and the registered keeper of the vehicle will receive an initial Penalty Charge Notice of £60.

The penalty charge amount doubles with each subsequent breach of the rules by the same vehicle detected in the same LEZ, capped at £480 for cars and light goods vehicles, and £960 for buses and HGVs. Once the cap is reached, any further breaches will result in PCNs issued at the capped penalty charge rate. If there are no further breaches within 90 days following a previous violation, the penalty rate will be reset to the base tier charge.

All PCNs are reduced by 50% if paid within 14 days.

If a PCN remains unpaid after 28 days or after an appeal or representation has been refused, a ‘Charge Certificate’ increasing the penalty by further 50% of the original charge may be issued and your right of appeal will be removed.
